U.S. Marshals Charlie Duchamp and Ray Zancanelli take a different approach when escaped prisoners prove difficult to catch through standard police methods. They assemble a task force of former fugitives, including Erica Reed, Lloyd Lowery and Julianne Simms, and use their criminal experience to track people who have broken out of prison. The unusual arrangement gives the ex-cons a chance to work outside the system while the marshals try to bring each escapee back into custody.
