In the working-class suburbs outside Philadelphia, Robbie Prendergrast appears to be an ordinary family man while secretly organizing a series of violent robberies targeting drug dealers. As the crimes continue, FBI agent Tom Brandis is placed in charge of a task force assembled to identify those behind them and stop the attacks. The investigation brings federal agents into a community where the person leading the robberies is not who he seems.
