Ulysses Richardson, a substitute sheriff with a troubled past, takes charge in the quiet town of Normal after his predecessor dies under strange circumstances. The town’s calm ends when the local bank is robbed, drawing Ulysses into a criminal scheme that reaches beyond the robbers and involves corrupt officials, a secret benefactor and the yakuza. To understand what is happening, he must work with two of the men behind the robbery while facing Mayor Kibner and the forces protecting the town’s hidden interests.
